IEA Participates in Clean Energy Ministerial

IEA Executive Director Nobuo Tanaka addressed Ministers from 22 major economies at the Clean Energy Ministerial (CEM) meeting in Washington, DC. Mr. Tanaka, who followed US Energy Secretary Stephen Chu, emphasised the importance of accelerating deployment of clean energy technologies which can enhance energy security, cut greenhouse gas emissions, spur economic growth and fight energy poverty around the world. Mr Tanaka, pictured here beside Dr Steven Chu, US Secretary of Energy and Chris Huhne, UK Secretary of State for Energy and Climate Change, presented findings from IEA work on clean energy technology scenarios in addition to results from three IEA background papers prepared for the CEM that focused on the need to cut subsidies in electricity markets, assessed effective means of market transformation to deploy new energy technologies and analysed the gap in energy technology R&D funding requirements.

IEA Contributes to Renewables Global Status Report

Despite the financial crisis, in 2009 existing renewable capacity continued to grow at rates close to those in previous years, with grid-connected solar photovoltaic power growing at 53% and wind power at 32%, REN21 – a global policy network backed by the IEA – reports (REN21 Renewables 2010 Global Status Report). The IEA provided updates on the latest renewables policy and market developments in OECD countries for the report, drawing on policy and statistical information in the IEA Renewables Policies and Measures database, which covers over 80 OECD and non-OECD countries: http://renewables.iea.org. Launch of Energy Technology Perspectives 2010

The IEA has just launched a new edition of Energy Technology Perspectives (ETP). The study presents updated scenarios from the present to 2050 that show which new technologies will be most important in key sectors and in different regions of the world for achieving the goal of halving global CO2 emissions by 2050. Presenting ETP 2010 in Washington DC, IEA Executive Director Nobuo Tanaka said “after sowing the seeds for such a revolution in our last edition in 2008 by demonstrating that greater reliance on low-carbon technologies can transform the way we produce and use energy, ETP 2010 now highlights the first ‘green shoots’ of what could become such a fundamental change.” But he emphasised that current developments are still fragmented and fragile, and the rate of progress is still far too low to prevent dangerous increases in global temperatures.

Launch of IEA/NEA Nuclear Energy Roadmap

The IEA and the OECD Nuclear Energy Agency (NEA) launched a jointly developed roadmap, the Energy Technology Roadmap on Nuclear Energy. IEA Executive Director Nobuo Tanaka presented the roadmap on the sidelines of the East Asia Climate Forum in Seoul (Republic of Korea). He stated that nuclear power is a mature and low-carbon technology that is ready for rapid expansion; based on IEA analysis, its capacity could more than triple over the next 40 years, making a major contribution to cutting greenhouse gas emissions.

CCS crucial for mitigating climate change

Significant progress has been made for the deployment of carbon capture and storage (CCS), notably through the commissioning of CCS pilot plants, continued learning from plants already in operation, the development of legal and regulatory frameworks for facilitating CCS and public outreach activities. This is one of the main findings from a new report by the IEA, the Carbon Sequestration Leadership Forum (CSLF), in co-operation with the Global CCS Institute (GCCSI). The report, to be presented at the 2010 Summit in Muskoka, Canada, on 25-26 June 2010, stresses at the same time that more efforts are needed if the G8 goal of broad CCS deployment by 2020 is going to be met.

Global Fossil Fuel Subsidies Amount to USD 557bn

Global fossil fuel consumption subsidies in 2008 were much higher than previously estimated and totalled USD557 billion, according to IEA analysis feeding into a joint report by the IEA, OECD, World Bank and OPEC to the G20. 37 countries were identified that offer subsidies to fossil fuels in consumption, with the Top Five being Iran, Russia, Saudi-Arabia, India and China. Phasing out inefficient fossil fuel subsidies would enhance energy efficiency, promote energy security, and play a major role in the fight against climate change. Yet phase-out policies in developing countries must be carefully designed so as not to restrict access to essential energy services. The IEA subsidies analysis is part of the Agency’s ongoing work for the upcoming World Energy Outlook 2010 which will be published on 9 November.

Launch of IEA solar roadmaps for Photovoltaic (PV) and Concentrating Solar Power (CSP)

Two new technology roadmaps, for Photovoltaic (PV) and Concentrating Solar Power (CSP), were presented by IEA Executive Director Nobuo Tanaka in Valencia (Spain) during the Mediterranean Solar Plan Conference hosted by the Spanish EU presidency. The roadmaps find that solar electricity could represent up to 20% to 25% of global electricity production by 2050.

The International Energy Agency views the Copenhagen Accord as a step in the right direction. The Accord, reached at the UN climate change conference in Copenhagen in December 2009, could be used by countries to guide on the next steps towards a legally-binding agreement on climate change. For the first time in the UN, the Accord sets a clear environmental goal of limiting the increase in global temperature to 2o Celsius. It also provides significant finance for adaptation to climate change and emission reductions in developing countries. More than 100 countries have already submitted emission pledges (to see IEA comments on the emissions reduction pledges made after Copenhagen, click here). By IEA calculations, these pledges still fall short of the intended 2oC and countries must act quickly to orient their energy infrastructure towards a low-carbon development.

IEA welcomes Copenhagen Accord but calls for more efforts

The International Energy Agency welcomes the Copenhagen Accord, which provides guidance on the next steps towards a legally-binding agreement on climate change. The Accord provides a clear environmental goal of limiting the increase in global temperature to 2o Celsius. It calls for emissions to peak as early as possible as well as a collective commitment by developed countries to financially support developing country actions in mitigation and adaptation. It also lays out the foundation for support to developing country actions, over and above their unilateral actions. The IEA estimates that developing countries will need to invest around USD 200 billion annually by 2020 to move to a less carbon-intensive energy system. The USD 100 billion pledged by developed countries is a significant contribution towards that goal.
However, IEA calculations show that emission reduction pledges to date fall short of what is needed to limit the long-term concentration of greenhouse gases in the atmosphere to 450 parts per million (ppm) of CO2-equivalent, in line with a 2o C increase. The IEA has produced a blueprint to reach the 450 ppm goal in the energy sector (see World Energy Outloook 2009), and in the first half of 2010 will assess the possible gap between countries’ commitments and actions under the Copenhagen Accord and this goal. The Agency will work with all countries to ensure that best energy and climate policy practice is widely shared and can be put to work to reach a higher level of ambition at least cost for society. The IEA will continue its ground-breaking work in areas such as energy efficiency, carbon pricing through market mechanisms and other means, as well as research, development and deployment of low-carbon energy technologies. By demonstrating the effectiveness and benefits of such actions on energy security, economic performance, local environment and climate change, the IEA hopes to encourage all countries towards significant pledges on future greenhouse gas emissions that will lead to meaningful reductions.
Climate policy is an integral part of the energy policy portfolio. The IEA intends to ensure coherence between environmental, economic and security goals, which is crucial to an effective climate policy response.

IEA releases Cement Sector Technology Roadmap

The IEA, together with the World Business Council for Sustainable Deveopment's Cement Sustainability Initiative, today released its first low-carbon technology roadmap targeting sector-specific emissions reductions. The roadmap provides an ambitious vision for emissions reductions up to 2050. The report identifies the requirement for increased R&D commitment and investment, particularly in CCS, and the need for a clear policy framework.

IEA Chief Economist Given Top German Honor

The Chief Economist of the IEA, Dr. Fatih Birol, has received the Federal cross of Merit (Bundesverdienstkreuz/Verdienstkreuz 1. Klasse), the only general state decoration of the Federal Republic of Germany. In a ceremony at the German Ministry of Economy (BMWI) in Berlin, States Secretary Jochen Homann, acknowledged Dr. Birol’s “outstanding work” on economic analyses. He particularly praised the IEA flagship publication World Energy Outlook, which is designed and directed by Dr. Birol, for its “comprehensive, timely and independent view” and said the study had become an important reference for the German energy and climate policy.

World Energy Outlook 2009 launched in London

At a press conference in London on Tuesday, 10 November, the IEA Executive Director Nobuo Tanaka and Chief Economist Fatih Birol presented the results of the World Energy Outlook 2009 (WEO). The WEO 2009 looks at the impact of the economic downturn on energy use, CO2 emissions and energy investment and what will be required at the UN climate conference in Copenhagen to put together an agreement that stops global temperatures rising at a price that is affordable. The WEO also focuses on the natural gas resource base, current trends and the role gas will play in the future energy mix. The book includes a review of energy in Southeast Asia, looking at this fast-growing region and its implications for global energy markets.

Mr. Tanaka visited Algiers to meet with OPEC Conference President, and Algeria's Minister of Energy and Mines, HE Dr. Chakib Khelil. Issues discussed included the current oil market situation and steps to follow-up on the recent Jeddah Energy Meeting. Whilst in Algiers, Mr. Tanaka also held talks with the President of Sonatrach, Mr. Mohammed Meziane, and inspected the Hamma desalination plant which is currently the largest plant of its kind in Africa.

The IEA has held its two-day Ministerial meeting in Paris with the theme “Responding to Energy Challenges in Partnership”. Energy Ministers from the 28 IEA member countries met at OECD headquarters to share views on the key energy and environment challenges facing the world today. This year´s Ministerial coincided with the 35th anniversary of the IEA – an occasion for which IEA partner countries China, India and Russia were invited and participated for the first time together, along with three distinguished guest speakers, Dr. Henry Kissinger and Viscount Etienne Davignon - two key founders of the IEA - and Dr. Rajendra Pachauri, Chairman of the Intergovernmental Panel on Climate Change (IPCC).

At the World Economic Forum (WEF) in Davos, IEA Executive Director Nobuo Tanaka called for governments to invest in energy efficiency and clean technologies to bolster economic recovery and achieve climate change policy objectives. Mr. Tanaka took part in a number of energy-related discussions ranging from investment challenges to energy security to the potential of new technologies such as electric vehicles. Mr. Tanaka visited Algiers to meet with OPEC Conference President, and Algeria's
Minister of Energy and Mines, HE Dr. Chakib Khelil. Issues discussed included the current oil market situation and steps to follow-up on the recent Jeddah Energy Meeting. Whilst in Algiers, Mr. Tanaka also held talks with the President of Sonatrach, Mr. Mohammed Meziane, and inspected the Hamma desalination plant which is currently the largest plant of its kind in Africa.

Efficiency Policies and Measures Database, with the assistance of government
representatives. With records dating back to 2000, this database arguably represents
the most comprehensive collection of national policies on energy efficiency
policies for IEA member countries as welll as information
on some non-member countries.

Aiming at a Clean, Clever and Competitive Energy Future: IEA Work in Support
of the G8 - Since being tasked by G8 leaders at their 2005 summit
in Gleneagles, the IEA has conducted extensive work
on improving energy efficiency and accelerating the deployment of new energy
technologies. The results of this analysis and specific policy recommendations
have been presented to subsequent G8 summits in St. Petersburg in 2006, Heiligendamm
in 2007 and Toyako (Japan) in 2008. IEA Executive Director, Nobuo Tanaka

IEA statement on OPEC decision to leave output unchanged - While the Organisation of Petroleum Exporting Countries has decided to leave output unchanged, crude oil supplies remain very tight, as the IEA has noted for the past six months. At the same time, very high oil prices may be adding additional pressures to currently significant economic risks. We have seen a sharp draw in petroleum stocks in OECD countries which will have ongoing effects.

Mr. Tanaka greets Japanese Prime Minister Yasuo Fukuda shortly after he had
delivered a special address to the World Economic Forum in Davos. Prime Minister Fukuda’s address outlined the agenda for Japan's Presidency of the G8 Summit in Toyakocho, Hokkaido, in July. This included a proposal for the formulation of an international framework of collaboration in which the IEA would play a role to support the acceleration of technological development in order to achieve dramatic cuts in greenhouse gas emissions.
