Background: |
Energy statistics are an essential part of good policymaking. They shed light on the trends, the problems and the achievements. They allow the government to measure its success, and adjust policy accordingly. They also provide the input to analyse future trends. Statistics are one of the building blocks of transparency. They objectively describe reality, when they are accurate. They are public, so they can enhance public debate allow independent analysts to check the data. Statistics can also help reduce market volatility because they give all players equal footing on the data, so there is less room for speculation. In the former Soviet Union, energy statistics used to be based on government data. Modernising statistics requires three main things: 1. Collecting not just production data, but also detailed consumption data. (This in turn will help with energy efficiency policy and activities and improve greenhouse gas inventories). 2. Surveying market players, instead of relying on data from state monopolies. 3. Adjusting all data reporting to international standards. Russia, Kazakhstan, Ukraine and Azerbaijan are at various stages of this transition. All still have some progress to make in the area of statistics collection, methodology and analysis. Participation in this seminar is by invitation only to target statisticians preparing official energy data in each of the four countries. |
